I emailed the visa office in New York about my situation and they (CNGNYIMMIGRATION@international.gc.ca) replied saying I shall submit the passport to VAC (the processing center for Canadian embassies in USA) for PR visa stamping along with the passport request letter from New Delhi visa office. But speaking with VAC agents, they do not seem to accept passports for PR visa and only handle TRV cases.

And I haven't received any reply from ND VO or CPC-Ottawa. Don't know whether to wait for ND VO's reply or ship the passport to VAC.
 
Ok now I got replies from both New York visa office (New York VAC now is in agreement) as well as CPC-Ottawa to submit the passport. Hmm, have to decide which place would be safer and faster to get back passport with stamped PR visa. Any thoughts?

(ps. we currently live in US and my wife'e actual visa office which sent the passport request letter is New Delhi)

did ottawa say they can send it back to the us? if so, i'd send it to ottawa. there's no knowing if something will go wrong or get delayed sending it to NYC.

CPC-Ottawa asked me to attach a return envelope with my mailing address in Canada.

I am in your situation now. I live in the US and i received from PPR from NDVO with the similar option to submit to CPC ottawa. My husband lives in Canada and I can use his address to in the self addressed envelop. How did you contact CPC ottawa and what did they said? Please suggest.

Unofficially, I'm seeing apps taking only 2 1/2 - 6 months at most for US Outland. It seems to be getting faster all the time.

For most US citizens, you don't get a passport request. They send a document called a Confirmation of Permanent Residence (CoPR). They usually have to be validated by CBSA at a land border or an international airport. They're usually valid for a year after the date you received your last immigration medical exam.

It would help me greatly If you could tell me where you seen this applications taking this amount of time, is there a spreadsheet or a website? Because we are debating whether to apply from USA or Brazil (Brazilian student at USA).

You can't choose where to apply from. IRCC will decide where to send the app. The majority of the time, they send it to the VO of nationality. Both offices are relly fast anyways.
 
My wife finally got her PR visa stamped at New York visa office (visa says issued at New Delhi because her file was processed at NDVO)! Thanks for your suggestions guys!

Submitting to New York instead of CPC-Ottawa worked out well as the actual turn around time at the visa office was like 2 days.

Is this still the case? my application was routed to LA VO and CPC Mississauga as well as multiple IRCC agents stated that's not the case?
