I applied in august 2015 and I received it within a week. However when you mention for what purpose you need the PCC, mention that you are applying for Canadian PR. In my case I did not mention anything, but received a call from the CG asking me the reason for applying. I don't think it's specifically requested, but it's definitely good to include it... in my GCMS notes they mentioned that they looked at my tax returns to verify/validate my salary/employment info... the more info you give them, the smoother your application will process...
