Ok, when you say "police certificate" did you mean one issues by a state or city police? Because the police certificate that CIC wants generally is only the one issued by the FBI, which is what you send your fingerprints to WV for.
It is a bit confusing, because in my AIP letter I was asked for the following:

Police Certificate: From each country/state where the residence period has been six months or longer since age 18, provide an original police clearance certificate. A police certificate from the United States of America is required. This must be received at this office by: [date]

At first, I thought that I needed one from every state in The U.S., where I had lived since 18, but because the only bold text was for the FBI PCC, that's all I sent.

When your credit is charged, that means the process has started. When did you send it?

My credit card was charged today by the FBI! :D I submitted my finger prints on March 26, they were probably received a few days after that.

How do you mean not eligible and how did you come to this conclusion? Were you contacted by FBI or what?

Unfortunately, it does make sense.

The FBI technician had to `load' the prints into the system to know whether or not they are legible. Since that's [likely] the start of the process, s/he would have known right away if there was a problem and would have contacted the applicant.

This is why it's always suggested that a person send two complete sets of prints...just in case!

Same exact thing happened to my husband. They charge the card weeks before they run the prints, we stupidly ordered 2 FBI reports, and we were out the money. Essentially the prints are run the same day your "report" is printed. I'm so sorry this happened to you too. The FBI is going to request you to send in 3-5 sets of prints with your next request.

And the word the OP meant was not eligible, it's illegible. I'm sure their autocorrect screwed that up, not the OP. Maybe when something like a 12-14 week situation happens like this to a fellow applicant, instead of questioning them, maybe you should have a little compassion. You truly showed your ignorance.....

When something is not clear it is better to ask rather than assume. And I don't see anything wrong in seeking for clarification on what exactly s/he met

Thanks for clarifying that Ponga....I haven't read anything like that on this forum. So the fact that one's credit card was charged doesn't mean all has went through and okay with the report! I think it will only be fair if FBI request for a prints and fast track it considering the fact that applicant has waited that long. TYhings like this could be frustrating

Asking how someone can "come to this conclusion" is insinuating they are pulling "shite excuses" out of thin air. Asking someone how they learned their prints were no good, is more in line with asking how someone learned there was an issue. They're very different meanings, the words you chose to use were insulting. So saying you were trying to seek clarification, came across more of an accusation to someone who has also endured the same thing.

You seems to have problem interpreting english language and I don't seems to understand what's your concern here? So asking how s\he got to know the prints are not okay is insulting to you? I'd rather not trade words with you because its clear you have some issues yourself. Whoever I directed my questions to I'm sure perfectly understood what exactly I was asking and some reasonable people have also contributed that's all that matters. May I also clarify that my questions were not directed at you and I don't expect a response from you.
