US PCC from outside US

How to get a PCC from US, when staying outside US now? I see in the instructions, it says to get a fingerprint card. And, on the instructions page for Kuwait, it says to get a request from the Canadian Embassy. How does this process work? Do I have to get a fingerprint card made or we can get our fingerprints done on the" standard fingerprint form (FD-258)". http://www.fbi.gov/hq/cjisd/pdf/fpcardb.pdf
Please advice if any of you have sent requests to FBI from outside US. What all documents did you send in?

Just take a print out on A4 size paper of FD 258 and take the finger prints on it and complete the form with all details. Send it to FBI along with Payment and the Cover form.

I have done the process from India - I printed out the forms from FBI site and got my finger printing done from local police station and I mailed to FBI who replies back in 12 Weeks time frame. You also need to get the state police clearance if you lived in US state for more than 6 months. That you can request online and some states like Georgia will ask you to get prints on their forms which they will mail to you.

you need to print out the fingerprint cards and do fingerprints. I didn't bother to go to the police office (I didn't really need the FBI clearance as I stayed in the US for less than 6 months), so I did fingerprints by myself - and in blue ink, although they require it in black ink. anyway, it did work out - they sent me the certificate.

CAforCA, the instructions page says- State certificates may also be requested. The Visa Office will advise you if state certificates are required in your case. So, it doesn't sound like this is a requirement. Did your VO request for a State Clearance too? or did you just send it along with the FBI report?

Members, I checked with the local police station here and they told me that they don't do fingerprints here. So, I can just take the form to some private agency and get it done on that form? Will it be a problem if they don't issue a fingerprint card? Just the FD-258 form would suffice??
