If you applied outland, you should look at outland times, regardless if you are in Canada right now. If your file is in Ottawa, it will still be finalized by Seattle if that is your VO. To calculate the processing time, should I still be looking at Outland or Inland times? Outland doesn't show Ottawa as a VO.
I hope it's Inland, beings I'm living here atm...it's only an 8 month processing time -vs- 10 for the Seattle VO-which is what I put down as my VO.

As a side note, CPP-O seems to be sending PPRs very quickly- but the actual visa is taking longer to get back than people who sent actual passports to LA/Seattle.
