1. Depends on how long they were admitted as a visitor, usually 6 months.
2. No, not without a work permit and a CAQ.
3. Can buy property/business but can't work in the business.

1. if they get 6 months visitor visa, after that for how long they have to live outside canada?
2. im unclear with your 3rd answer, if they can buy business, then y cant they work in that? or can they setup their own business?

You can own a business, but without a work permit you can't work in it.
It depends, on the IO, whether s/he thinks you residing permanently without a visa rather than visiting, then they will refuse you.
