Due to the current US-Canada border limitations. Can I on H1b be able to drive back to the USA from Canada?

There was and is never a quarantine/testing required for commuters(whoever goes for work) till today. It doesnt matter if you hold h1/L1/TN/xyz visa. Its not going to change.

Depends on how frequently you travel to the US. If you are vaccinated with one of the approved vaccinations in Canada and it's been over 2 weeks since your last dose it shouldn't be an issue.
Is it the same if I travel only 2 times a week? Do I still need to take pre entry test? I am fully vaccinated if that matters.

I am not sure what you are asking. I already mentioned that commuters who travel for work purpose are exempted from quarantine and testing.
Sorry for not being clear, I will be travelling 2 days a week and not 5. Will I still be exempt from pre-entry testing?

Yes weekly once itself is enough. Many even travel once in 2 weeks or once in a month too and they dont get asked for quarantine/test.
You should be good to go. No issues for sure. Yes you are exempt as long as you travel for work purpose.
