US born kids sponsorship

I am on PR and so is my wife
My kids were born in USA. I just moved in Canada from US and am planning to get my kids and spouse into Canada soon.
They are still in USA. Please advise if I should apply for my kids sposorship before they enter and settle here or its advisable to do after they enter the border(since they are allowed being US citizens)

The processing time from US vs inside Canada is 22 months and 8 months.. if I interpret that correctly, after getting into Canada is better

There is no inland sponsorship for kids only so you don't have another choice anyway! 8 months for inside Canada is first stage only, total process is more like 8 + 8 months - but not applicable in your case if you're thinking about sponsorship your kids only, without the mother ( if her PR is still valid).

You should start the sponsorship process now, the sooner the better. As they have US passport, they can still come into Canada on a tourist visa, and have an outland application on-going. There is no reason to wait for them to be inside Canada - you can sponsor them outland via Ottawa ( as US applications go through Ottawa now), and hopefully they will be done fast - and most likely way faster than inland. Stage 1 is 1 month and stage 2 is 15 months (Ottawa) but if you have a straightforward case, then you probably will be done faster.

They can still come to Canada and be with you, just make sure that you extend their tourist visa when it expires, until they receive their PR. Once the PR has been issued, you can go to the border with your kids to complete the landing procedures.

One thing: make sure that you fulfill your residency requirements before you start sponsoring your kids, as your status will be examined during the first stage. If you got back into Canada because the border officer didn't check whether you met the residency requirement or not, you need to wait until you can meet the residency requirement before sponsoring anyone, otherwise you are at risk of loosing your own PR.

What do you mean by meeting residency requirements? I have a job, a leased apartment but moved in only a couple of months back. \ I do have 3 yrs remaining to complete my residency obligations. Does that hold good?

if you're able to prove 2 years in Canada out of 5 consecutive years, then it's all good.
So - if you've landed in Canada, then left for 2 years, and came back, no worries.
