Unfortunately there is no way to expedite the OWP.

If your husband hasn't applied already, have him submit the application asap so that processing can begin.
Can I apply for open work permit for him and later apply for vistor visa as well?

Are you on a PGWP from a DLI or closed work permit? If PGWP, you need to show pay stubs and employment in NIC A, B or 0 to apply for SOWP. Or try for TRV. Processing may take months not including biometrics.
I am on PGWP, i have 3 pay stabs, my NOC B job letter, we both are adding our bank statements, letter of purpose of his visit, letter of invitation, doctors note , his parents affidavit incase they need to give him money, we have 18k cad in funding . Do we need anything else to process the application without delays

He will need to apply for a TRV and see if it will get approved since OWP are taking around 6 months these days. The big issue is if you are asking that he join you in Canada to support your pregnancy he isn’t really a genuine visitor who is likely to return home. Will really depend on when you got married, your in person relationship history, where you are from, proof of his ties to his home country, your financial position, etc.
My visa is expiring in 2023 march so we literally have a year left and few months. What should we add to support the documents to make his ties strong. He is the eldest son can we mention that his whole family is dependent on him especially since his father has retired and his brother is still studying? We both have 18k cad total in our account. He has 12k cad and i have 6 cad. Also i have a NoC B job. We have been married since last year but we were engaged since last 6 years can we submit that as a proof. This is our first child so it is very important that he should be here with me. Since I don’t have anyone here coming months will be tough for me and harsh winters will make it more difficult. I really need his support here

Did you date in person during that engagement period? Do you have pictures together going to events, vacations, etc. or was this more of an arranged marriage and engagement where dating where dating alone together is not possible? How long did you spend in your home country after getting married or did you go back again since you are only 5 months pregnant? What is the citizenship of your husband and what country does he live in? Does he have a good longterm job? Being the eldest son and being required to support your family but then asking for a TRV for months and an OWP contradicts the statement. When did you apply for the SOWP and when did you start working in your NOC B job?

We are dating since 2011 and i do have our pictures from all these years. We got married last year in September. I visited my family in india in may this year. We both are Indian citizens. He is working as a account manager in a financial company. I got my post graduation work permit in 2020 march and this year in may I got Noc B job.
What should we do then? Because if he applies for TRV then he can’t support me if I take off from work in my last months of pregnancy. How can we prove that his intentions are to support me and our child?

You have a better chance to apply for SOWP than TRV since you are on a PGWP. Processing for TRVs is at least 5 months and SOWP is at least 6 months. Has he done biometrics? Honestly you need to prepare that you will give birth without him.

So he has not completed biometrics. There is a back log for those too. You really do need to plan that he will not make if for the birth if you are 5 months pregnant.
My parents have visa they can come for now incase he couldn’t make it but how can i prove that he has strong ties back home if we apply for work permit because he will be working here on that and taking year off from his work in india doesn’t make much sense. Is there a way or format which can guide me on how write the letter of purpose

For a work permit, you show your 3 paystubs in a NOC A, B or 0 job including employment letter. You show funds to support each other too.
