Academia world in Canada is very small and assume the masters are in a similar subject. If you have been accepted to both programs dragging it out until the last minute before picking will not go over well.
I understand your point very well. What would be the potential consequences of doing this? banning me from their university in the future? Or something more serious?

Also, can you confirm that in the hypothetical scenario I mentioned earlier, I won't have a problem changing DLI after my extension is approved (university-level ethics aside)?

I do have an account since I do all these things myself. I couldn't find any information online confirming that the new rules do not apply to students extending an SP. Are you sure about this?
You are welcome to check the IRCC website yourself. I have spent so much time on this site helping people understand the new IRCC requirements, if I thought this relates to you, I would tell you. The new policy appears on IRCC's site in relation to students who are still outside Canada and are yet to activate their SP. Below is what is says:

Changing your DLI if you’re outside Canada
If you change your DLI before coming to Canada and you don’t let us know, you won’t be allowed to board your flight.

If your application is still in progress
You can tell us you changed your DLI by submitting a new letter of acceptance using the IRCC web form.

If your application has been approved
If your application for a study permit has been approved and you change your DLI, you must submit a new study permit application with a new letter of acceptance. You must also pay all the fees for the new application.

You don’t need a representative to change your DLI in your online account, even if you used one to apply for your study permit initially. You just need the study permit application details.

This is very helpful but my only concern is what it says at the very top of this page you linked, saying to be able to change DLI you need to be enrolled and actively status. Some time this summer after I get my SP extension and before I start at UofT, am I considered to be both enrolled and actively studying? I'm assuming that said conditions at the top of the page apply to everyone regardless of in or out of Canada.

The answer to your question is YES. You will be considered active student but on schedule break....key to your situation is "you already applied to extend your SP with LOA from UBC", If you want to switch to UoT then you should do so by updating IRCC online with switch of DLI.

You are overthinking this. People switch DLIs everytime - beginning of term, middle of term, during school breaks etc. You will be between school terms from April - September. You are waiting for your next program to start, doesn't mean you are no longer a student. You don't stop being a student when your school is on break, as long as you return to school when your term starts.

If you are so conflicted on this, send your UoT LOA to IRCC to be added to your study permit extension. You will however still need to follow the process of transferring your DLI on your GCKey.

I'm very likely overthinking this. General question: Do people usually report DLI transfer after the transfer or before the transfer? Is there any IRCC guidance on that?
