Urgent:Spousal immigration in Canada file close due to back ground check

Hello guys
Cic asked my frd to submit back ground check and my frd submitted twice.But now shows file closed due to not receive the document.
Is this mean She need to go to court or resubmit?

How were they being submitted? Mail? Courier? Did she get an actual letter stating the document is still required and that her file risks being closed without it?

She submitted twice by courier .Canada post has the record of receiving and also the birth certificate of her baby.I think she had that letter.

Have you tried calling CIC at all? Or your MP?
When you submitted the background checks, are you sure you sent it to the right office? Did you include a cover letter with your name, date of birth, UCI or file number??

Did you try a case-specific inquiry with proof of the address and delivery? They can re-open cases.
