According to http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/permanent-workers/official-immigration-application/immigration-application/index.html :
- The application must be mailed to one of our Immigration-Québec office abroad that covers your territory.
If you follow the links on there to find out which office that is if you live in the US, you will find this: http://www.immigration-quebec.gouv.qc.ca/en/biq/new-york/reach.html

Address

Direction de l'immigration économique - Amérique du Nord
Ministère de l'Immigration et des Communautés culturelles
285, rue Notre-Dame Ouest, 4e étage
Montréal (Québec) H2Y 1T8
CANADA
Telephone: 514 873-5760
Fax: 514 864-9221
E-Mail : E-Mail form
You may notice that both the addresses you have are the same building with the different of which floor. I am sure they will not mail it back if you mistakenly send it to the wrong floor.

The Buffalo address is for FEDERAL applications, not Quebec. Use the Montreal address.

Hi Folks,

I have been looking for this information for MONTHS!!! I have called the NYC Visa office so many times and they wouldn't pick up or I would get someone on the line that didn't really know where to send it...so I almost sent my application there...gave me headaches.

THANK YOU for providing the right address!! I don't understand why it's so hard to find this information.

I have a question. It seems like the Quebec certificate of selection forms require you to send originals of certain documents. I should include these in my application but shouldn't I include the same documents when I apply for the residency if I got the CSQ? For example they ask for originals for the TEF and IELTS but don't I need them to apply for the residency??

I've been living in the U.S for 10 years now and it will be almost impossible to get true certified or notarized copies of my bachelor's diplomas by the institutions that delivered them. What am I supposed to do? If I give the originals then I'm left with nothing.

I appreciate your help with this!!
