Urgent: Online Applications Visa office options

Hi everyone
I want to apply for online study permit in NewZealand Vfs but my consultants are in India. Is it possible for them to apply directly to NewZealand Vfs from India online. When applying online does it give you the option to select Visa office for application. Any response will be much appreciated. Thanks.
