urgent - landing via montreal

i am landing as fsw
i booked flight from mumbai to frankfurt to montreal and and 7 hours wait before i get connecting flight to vancouver
will they allow me to transit through quebec
i know quebec is not allowed for landing as fsw
please let me know if anyone has any idea

According to PMM you just need to show proof that you have another flight to vancouver and you should be able to pass through Quebec. all you need is to show your ticket or boarding pass from Montreal to Vancouver.
