So I have received my PR and I am going to Canada to comply with the timelines of COPR. As of now I am not visiting with the "intention to establish residence". I will visit it for 15 days and come back to my country and then maybe go back at a later date if I want to.

In my situation do I need to:
- I am assuming that I cannot talk about goods I am bringing to Canada since I am not bringing anything with me that I will not back
- Do I need to fill the form of goods that will arrive later right now or will that be done at a later stage when I actually come to establish residence?
- Do I need to declare my assets now

Prompt response is appreciated since I am leaving tonight and I am confused as hell about what to do.

Regards,

No, none of the Customs related tasks need to be done during a "soft landing".

What nonsense ??

You will have to provide a list of items of follow, any goods from car to furnitures, you intend to bring with you in the future. Any item not listed in here will be taxed upon re-entry.

BTW I just completed my soft landing in the recent past.

Thanks for sharing the same. Can you help me understand that did you fill both BSF186 and BSF186 A? My assumptions are
- Since it is soft landing and I am taking everything back with me I everything will be goods to follow
- That goods to follow needs to be filled in BSF186A even if there is space to fill it in BSF 186
- Financial assets need to be declared separately and will not be under goods except jewellery which i don't have

Most importantly what did you chose of the following options out of the 4-
Former Resident, Beneficiary, Seasonal Resident, Settler.

Normally I would choose settler but since I dont want to establish intent of staying in Canada. Settler clearly states that you want to settle here for next 12 months.

Don’t concern yourself with any form names. Just make a rough draft of items you wish to take and their estimated monetary value. The agent there will supply you with forms to complete.

I don’t recall choosing any options. But if I had to settler seems to be the only logical option.

That is incorrect. You need to provide a list only when you are coming in with the intent to settle (the form they ask you to fill has exact definition of number of days - 180?). While it is good to have the list ready especially since there are recent reports of cbsa officers incorrectly asking for this for soft landing.

To qualify for the "Settler" tariff, you must be entering with the intention of staying for 1 year. A "soft landing" does not meet this requirement.

https://www.cbsa-asfc.gc.ca/publications/forms-formulaires/bsf186-eng.html

SETTLER (tariff item No. 9807.00.00)
I hereby declare that I have read and qualify for the provisions of tariff item No. 9807.00.00 and that:
  1. I am entering Canada with the intention of establishing, for the first time, a permanent residence for a period in excess of 12 months and I arrived in Canada on (date).
  2. With the exception of wedding gifts, bride's trousseau, alcoholic beverages andtobacco products described in the Tariff Item No. 9807.00.00 Exemption Order, all household and personal effects imported or to be imported by me under this tariff item have actually been owned, possessed, and used abroad by me prior to the date of my arrival in Canada.
  3. All goods imported are my personal or household property and they will not be used in Canada for any commercial purpose.
  4. If any item is sold or otherwise disposed of in Canada within 12 months of the date of its importation, I will notify a CBSA Office of such fact and pay all duties owing at the time.
