I'm seeking advice on behalf of a friend who arrived in Canada in December 2019 and filed a refugee claim. He disclosed in his Basis of Claim (BOC) form that he had a previous refugee claim in the UK in 2007. His initial hearing with the Refugee Protection Division (RPD) / Immigration and Refugee Board (IRB) took place in December 2020, but it was postponed due to issues with the interpreter, who had a different dialect. The same problem occurred at a subsequent hearing scheduled for May 2021, leading to another postponement. In 2021, he received a letter from the IRB stating that his case was being referred for a Pre-Removal Risk Assessment (PRRA) and that he was ineligible due to the UK claim, which he had already disclosed.
He moved to Mississauga in 2022, and his file was transferred there. When he later decided to move back to Calgary for work, he informed the Mississauga CBSA office. The officer requested his Refugee ID (Brown Paper) that he will get it back in Calgary from CBSA office. Since then, he has faced difficulties retrieving his Refugee ID. His IDs have expired, and he has been waiting for his work permit renewal for over a year with no progress. Despite numerous visits to the CBSA office and calls to IRCC, he has received no resolution. The prolonged stress has significantly impacted his mental health, leading to a two-week hospitalization in a mental health ward.
We need advice on how he can obtain his Refugee ID/Brown Paper, what steps he should take to address the work permit renewal issue, and what additional support or resources might be available to help him during this challenging time.
