Usually is CIC is requesting a state specific certificate it needs to be on official paper and such, much like the FBI certificate. This will ensure CIC that you have not committed any crimes on a state level that would not show up on a federal fingerprint certificate.
An example would be if you have a DUI in Georgia, then it may not show up on a federal fingerprint search therefore your FBI certificate would be clear. Usually if they are asking for a state certificate there is something in your background check causing them to have to look more closely to either confirm/deny that it is you that is triggering the flag.
You may need to contact them, via telephone, and ask them how you can get a state certified police certificate from out of country. Perhaps you can use a chaneler for that as well now.
