Urgent answer required for IELTS and PCC from India

Senior members, I have 2 queries. It will be great if someone can answer these.

1. What is the minimum IELTS score I need for NOC code 2174.

2. I am completing one year experience in Canada on 20th June 2013. I am getting IELTS test date on 25th May. I heard that PCC from India takes around 2 months or more or sometime we can get it within a week. Also they they dont accept PCC if this is 3 months old. So if I apply for PCC now and will get it in 2 weeks than when I will send an application, than it will be older than 3 months. Second scenario, if I apply it and I will not get it before 25th May, then I need to withdraw as I need passport for IELTS. Third scenario is to apply after 25th May, but if I will get my PCC after 20th June than it will delay my application.
Please suggest the best option for me.

you need get more than 6 in all sections (Listening , reading,writing & speaking )
