Application for new PR cards need to be made from within Canada. Thus, you need to travel to and be in Canada before you can apply for new PR cards.
If you apply for a PR Travel Document, obviously you will need to make a
strong H&C case. Otherwise the PR TD is likely to be denied and your PR status lost. (You may appeal, but again the outcome will probably depend on the strength of the H&C case you make; if you appeal and lose, that will mean PR status is lost.)
To make a persuasive H&C case will require significantly more, actually probably a lot more, information and documentation than the death and burial certificate. Obtaining the assistance of a reputable Canadian lawyer experienced in immigration law would be prudent.
