Unless CIC just takes the money off upfront, then analyzes the app for completeness, and returns the fee if app is returned. That's true. Speaking of which, aren't all fees only by certified cheques or credit cards. This approach make sense to me. CIC doesn't want to deal with reimbursing everyone that paid the fees online once the cap has been reached.Eddream said:hi screech,

Most definetely a positive sign for you , the first completeness is passed (meaning documents, forms and signatures complete). Your application is counted towards the cap.
When did your application reached CIC?
