Yeah and it seems that there is a mandamus backlog at the moment which compounds the issue even further. Not sure what to do at this point.

For excessive delay of IRCC applications, it's possible to file a writ of Mandamus to the Federal court. Fees range upwards from $2000. Since a lot of applications have delayed processing, many Mandamus applications have still not been processed, so a delay is to be expected.
To get a detailed idea of the timeline and process, I would have to pay the initial fee. After much deliberation, I decided not to go forward.

i checked my iRCC Tracker and the last updates was on 21 February
Eligibility completed biometric completed and background completed on 21February
but no BVL and no updates on the IRCC portal ; and no VISA number in the Tracker
your help please ???
