Initial checks of eligibility, security, education, criminality and medicals are all done in Ottawa (because they check completion of application and if you are meeting the score that you received an ITA for), but detailed checks for FSW Outland are usually done by the LVO of their country of citizenship or residence. So, yes, your case is an anomaly - probably because NDVO is quite overflowing
No worries - this may result in two situations:
Either Ottawa continues to be your primary VO and does your security (I don't think this will happen, since they have their own cases of CEC and PNP & FSW Inland applicants)
OR
Your file is transferred to your local VO (NDVO) for security and a more detailed look at eligibility and education (which is what happens in almost all FSW Outland cases from my experience) - probable outcome.
