i went to canada before, but only via visitor visa... so i may have some entries with them. i would like to believe that "no history" is good news, or to mean "no history of bad record"... or just simply that i am not in the blacklist
i also don't have any idea what's keeping the local VO from proceeding with my application. and i cannot politely budger them since i'm still under 6 months timeframe, but i will still attempt when i'll hit my 5th month. i just fear that my file is way down in their priority cases.
when they see PCCs, usually they clear criminality. but security checks may take long coz it involves other agencies which are beyond CIC's (or even canada's secret service) control.

Why Agent say docs reviewed but not verified ? What does it mean they would do the verification or its not required or these are the standard lines ? read so many times but couldn't reach to any understanding ?
I guess it just means that VO made notes about your eligibility based on documents you submitted but genuineness of the documents is not verified. Sometimes when they have heavy suspicions in genuineness of the documents, they may try to verify it (by calling employer for example).

Police certificates are checked at the R10 stage of they exist and the RCMP check is initiated. Then the the A11.2 stage to check for any reportable traces and the RCMP should be concluded, after this stage your criminality should pass.
