How strange...because for mine, I tried also paying through CIBC debit card but it didn't go through so I had to use my credit card.

Because your debit card had a limit on it. Unless you had an old debit card. (I edited my last post) I used my debit card from outside Canada to pay for CIC fees, to pay for things online where it said that only credit cards are allowed, I rented cars with it as well. Just google it, you'll see that it works for people, I'm not making this up. If it has a 3 digit code and an expiration date, you can use it to pay for anything. Old debit cards required you to use them while being present physically, so no online transactions, and they were not Visa or Mastercard.

Are you sure? My debit has 3 digit security number and its a chip based card.
 
I had this same issue. Your debit visa card is the problem. You MUST pay with a debit or credit card. So what I ended up doing was, I paid my brother who didn't have a visa debit but had a debit card the money to make the payment. If it doesn't work with a debit card, go buy a visa gift card and make the payment.

Guys! I made the payment through my Indian debit card. It's successful. :)

We were having a ton of these issues as well.

We called our bank and had them up our spending limit to 1,500 and it worked fine.

The strange part here is that we called CIBC and got it increased upto 5000, still didn't work.
