Unable to get reference letter from first employer

Can we include T4 showing we actually worked for past employer 2 years back ?? what can we show for employment records?

1-offer letter
2-pay stub
3-tax return

Can I include all of them?

I will then ask my ex manager to write my reference letter on a plain paper (since my manager has also left) and I will get it notarized. Hopefully this should solve the problem.

Additionally, writing email to your ex employer with cc to HR is a good idea. And you can use this email as proof in your letter of explanation that you contacted them for detailed ref letter but they didn't response. This kind of email communication works as proof that you initiated and tried your best.
Similar kind of emails worked in past when it takes too much time to get PCC from USA so ppl just provide formal communication with FBI and courier tracker number. This worked for my cousin who recently landed in Canada (soft landing)

I got the reference letter on plain paper. Just wanted to ask , can a simple notary public stamp suffice, or do i need some special notary stamp in this case?

there is no such special notary.
get it notarized on a stamp paper of minimum value applicable in your province/state

I have the letter on plain white paper, since my reference is abroad now. I hope the simple notary public stamp would suffice.

I didnt get it notorized. Just attached the following:

1. Email from HR that they and even the current employees arent authorised to issue such letter
2. Reference letter from an ex-employee along with his previous business card (non-notorised)
3. Pay stubs and relieving letter

FYI: My friend did the same (didnt get it notorised) and got PPR just fine.

They might be getting lot of such cases, dont know how lenient or strict they are in such cases

The person who is writing the letter acts kind of witness to your job duties (the same way a person acts as guarantor for a loan, in case you don't pay, the guarantor is held liable to pay the dues), in this scenario notary will base their validation on the witness's (you ex-colleague) sworn statement.
Upload his business card as well.

One question though; so we need to go to the notary with the collegue who is signing the affidavit right? Otherwise they will never notarize it ... I was looking for the answer of this issue as I might need one ...

yes, the person needs to be present to sign it.

my situation is the same, my employer was in canada, but i did not leave work at good terms at that place.
