The bolded part was already answered, you can get it in plain paper and notarize it.
Hi Guys,

I am facing the same situation.Could you please advice if the following supporting would be adequate as a substitute to "reference letter" :-
1) Job offer/contract
2) Official payslips stamped by company
3) Salary certificate (addressed to Canadian Embassy mentioning all my details except job responsibilities and duties)
4) JD on company letter head and stamped

Please advise

I didnt get it notorized. Just attached the following:

1. Email from HR that they and even the current employees arent authorised to issue such letter
2. Reference letter from an ex-employee along with his previous business card (non-notorised)
3. Pay stubs and relieving letter

FYI: My friend did the same (didnt get it notorised) and got PPR just fine.

So lets see
Hello, is there any templates or format for the letter that they refused to make reference letter?
