I’m sorry for your loss.
When my passport was to be delivered (pre-COVID), I had given my office address for delivery. I wasn’t in office when the delivery guy came so I asked my colleague to collect it on my behalf. The courier guy called me to confirm who I am asking to collect on my behalf. He asked asked my colleague to show a government-issued ID card, clicked a picture of it for a record of who it was delivered to, and then handed it over to her.
He did point out that they have been instructed to hand the passport over only to the recipient.
If in case this doesn’t work out for you, you could ask the delivery person to keep it at the nearest hub and and if you could later go and collect it yourself.

Hi,

I checked the application status of my parents pr file today, couterfoil has been generated and decision is also made. Now when shall I expect the passport back, I have got my mom's passport back couple of weeks ago but still waiting for my dad's passport.
