Hello guy, i dont have my driving licence. Can I use my passport and health card as two pieces of personal identification?

If so, it means I will use my passport twice. Is it ok?

I am pretty sure its okay.

But if you want you can get your province photo card also if you dont have licence

yes, it is totally fine :) For my case, my drivers license and health card was printed on same ID thus I used my passport + drivers license. It means i made copy of my passport twice: One for the biographical pages of the passport section and second for the two pieces of ID section.
 
Here is what the cic website says:

Both pieces of identification should show your name and date of birth, one of which must have your photo on it.
Examples include:
a Canadian driver’s licence
a Canadian health insurance card
a copy of the biographical page of your passport/travel document, etc.
If there is information on both sides of your personal identification documents, provide a photocopy of both sides.
