Turkey - is Kimlik accepted refugee document?

It was so that UN had to approve refugees from Turkey to be sponserable and it was a very lengthy process and Kimlik was not accepted.

What is the process now? Is Kimlik accepted document now?

We did email them and they say there MUST be an approval letter from UN or else application will be rejected. A Kimlic is not accepted they say.
