I got the same thing from Edmonton. I applied non GSS work permit in late March. There are 2 possible reasons why we received this: 1. Our applications were sended there for further processing for quality assurance which will take a long time . 2. Applications in the US are sent to Canada for processing because IRCC New York is not quite working.
