TRV rejected from Islamabad 3rd time

HI All

I applied for my parents and brother visa the first time in January 2014 to attend my convocation.It was rejected based on travel history and not strong ties in home country

I applied in March just for my parents only and not my brother.It got rejected again because no travel history and not enough strong ties with home country

I applied in April after that just for my mom.My convocation was on 29 May 2014
These people did give visa so my mother could not make it to the convocation.
Next day they send the passport and she received it today.
It is refused again saying that the purpose of visit is invalid and no travel history.
My mother has been to Saudi,Sweden,Norway and Denmark not in the last 5 years but in the last 6 years.



Like honestly they waited until the convocation date is over and just sent the documents after that saying the reason is not strong now.
My mother has been under so much stress and me too for all this.Is there a way I could appeal the case in Ottawa or some where. I have already ordered the gcms notes.
This is totally ridiculous.I don't think my parents will ever apply again.

Is there somewhere my voice could be heard at least.

First you need to see what the GCMS notes list as the causes.

From your story it feels like you submitted the same application in different periods, no changes to address CICs concerns whatsoever. So let's wait fopr GCMS details.

well GCMS notes don't really help!

I got GCMS notes for the first application they say no strong ties with home country.
In the second GCMS notes my brother didn't apply .This time they said travel history and no strong ties with home country.

Third time to have strong ties my father and brother both didn't apply only my mother had applied.This time they again say travel history and not a valid reason.

They just waited 1 day after convocation to return the application.This is just ridiculous!!!!
