Trv refused 5 times because purpose of visit

I applied to extend my study permit one week before expired in the end of July and during that time I was studying and my graduate date at the end of August.

I left Canada at the end of September when my application were in process time. I got refusal letter on the middle of October

Someone else in your situation would have probably completed the study program especially as you were just about one month away from graduating. Anyways. It can't be undone now.

Do order GCMS notes. It would likely help to understand why you are being refused

Your departure coincides with the Saudi government pulling financial support for Canadians studying in Canada. Still think that is one of the reasons you are being refused. Given that you left on those terms I can see why you likely wouldn't get a visa to reenter Canada.

I believe that too, I don’t know even if I try to explain by dates that My application was processing in that difficult time, will help or not ?

I’ve contacted with CIC about it. And they told me to explain everything in the cover letter when I apply for TRV that the only solution, I did that and didn’t work.

A country has a right to deny visas. They are unlikely to change their mind anytime soon after 5 refusals. Your friends can try to visit you in the US.

I’ve contacted with CIC about it. And they told me to explain everything in the cover letter when I apply for TRV that the only solution, I did that and didn’t work.
You honestly need to forget about applying for another TRV for quite a while. A letter is not going to make a difference. Again, wait 8-12 months before you try again. Your friends will need to visit you instead.

I received my GCMS and it says about my purpose of visit this :

The applicant's purpose of visit appears vague and poorly documented.

So, what you think I should do ? And if I support my cover letter with invitation later, returned train ticket, Detailed day-to-day itinerary, would help ? Or just forget about re-applying?

So, what you think I should do ? And if I support my cover letter with invitation later, returned train ticket, Detailed day-to-day itinerary, would help ? Or just forget about re-applying?
Please copy-paste the GCMS notes (paragraph notes at the end). Do delete any personal references

The applicant's purpose of visit appears vague and poorly documented. applicant's immigration status their country of residence appears to be temporary, which may reduce their ties to that country. Weighing the factors in this application. I not satisfied that the applicant will depart Canada at the end of the period authorized for their stay. For the reasons above, I have refused this application.

You should forget about reapplying for some time. You seem very desperate to get into Canada, and it doesn't make sense when your purpose of visit is "to meet friends".

What is the real reason you want to come back to Canada?

The frequency of your applications alone will lead to visa refusal. Like people on this forum, CIC will wonder why you are determined to return to Canada. There must be more to this story.

Based on the GCMS notes, the visa officer noted that:
1. Do you have family in Canada? + You have economic motives to remain in Canada (Read: Work illegally)

2. Your ties to the US (your current country of residence) are temporary.... and obviously, you may not have reasons to return to the US after your Canada visit.

3. You have only recently moved to the US as a student. So, you have not established your study/residence ties in the US + you could possibly abandon your US studies just like you did for your Canadian study program.

4. Your purpose of visit to Canada is not well-defined + you have not provided any compelling evidence of why you *must* visit Canada.

5. In short: Your TRV refusals have nothing to do with the Saudi government ordering students to leave.... but your TRV refusals were due to the lack of convincing paperwork and your intentions to visit.

Maybe wait for a year or so until you establish more solid ties to the US and KSA + you can prove you have genuine reasons to visit
