TRV Refused 3 Times

I want to discuss my brother's case here. I am providing few details here for your reference.

I applied online application for my brother's Visitor Visa in May 2018 for the purpose of Tourism and Family Visit it got refused. with the reasons Purpose of Visit,Family Ties in Home Country, and Country of Visit, Financial Assets, Travel History.
Again applied Paper Application in Dec 2019 only for brother to attend the Turban Ceremony of my son and again it was refused then I re-applied online application for brother and his wife's visitor visa in Feb 2020 to attend the Turban Ceremony of my son which is in May and they refused again for 1.Purpose of Visit 179(b) & 2.Personal and Financial Assets 179(b) they removed the rest two refusal reasons this time.His application is considered on its substantive merits according to the applicable section of IRPA and IRPR so its refused. What does that really mean.

This time I have gave up all the hopes.

Can anyone help on this please.

What ties did your brother demonstrate to his home country in the application? How much did he show in funds to support the application? How long a trip did he request?

1. Parents, His two children Age 14 and 8, His work provided leave approval letter. He is in profession of Automobiles. as Assistant Workshop Manager.he has 2 years Trade Certificate of Automobile Mechanics. Also he has worked for 4-5 months on work permit in Dubai around 5 years ago.His age is 43 years.
2.He showed Liquid Funds with 6 months statement of CAD$30,000 approx. + Property Valuation Report which is on my Mother and on his Name+CA Report including parents and his assets approx. CAD$224,900
3.Trip duration was 4 weeks. Also provided purchased confirmed round trip ticket.
