TRV/PR sponshorship for baby while parents are PR card holders in India

We both parents are PR and intend to return by this year, as article states the intending PR are entitled to sponsor child, isit possible.

Again, you need to be in Canada. The web site you are quoting is not an IRCC web site. There has been no change to the rules.

Use the government link. The consultant link uses the wrong and misleading wording.

- If you’re a Canadian citizen living outside Canada, you must show that you plan to live in Canada when the persons you want to sponsor become permanent residents.
- You can’t sponsor someone if you’re a permanent resident living outside Canada.
No. And the link you provided is from 2022. One of you must be in Canada to sponsor.
This is not a government link. Have provided you with the IRCC link and guidelines. Those guidelines have never changed. You MUST be in Canada to sponsor.
This does not say PRs can sponsor from outside of Canada.

It's pointless to argue this. IRCC rules do not allow you to sponsor from outside of Canada.
I have nothing else to contribute to this discussion. If you want to ignore the rules and submit an application, that's your choice.
If you insisted it's the way, you can apply outside. And see if you get lucky or not.
Apply for TRV now. Supervisa is based on income earned in Canada so doesn’t sound like your mother qualifies if you have not been living in Canada. She could even struggle to get a TRV if there is concern she is trying to move with you to Canada.
