TRV from within Canada

My brother and his wife are living in Dubai, but they are Indian citizens. Is there any way they can apply for TRV from Dubai or they have to apply from India only?
also can TRV be applied from
Within Canada if the applicant is outside Canada?

Your brother applies from where he is living so Dubai. Processing is over 290 days right now. He can’t apply from inside Canada. FYI - right now processing times are very long and your brother also would need the visa and written authorization to travel. Your sister-in-law is not part of your extended family as per IRCC guidelines and can’t travel even If she has a visitor visa.

I thought they need to apply from the place they are citizen of which is India in this case. Thanks for help

Well he will apply online and it will be processed from the regional office where he lives.

Yes but won’t the eligibility requirements be different from India to that from uAE? Also where they will be asked for the biometric?

Why wouldn’t be be eligible to apply from Dubai. No matter where he lives processing can be up to a year. He can do biometrics in Dubai. Many people from India are flying to Dubai for biometrics.
