PGWP: Within vs Outside Canada

Hi,
I'm planning to visit India in the end of August, and my TRV is valid for multiple entries until Sep 30th.
I would be receiving my final grades around Aug 29th, and would like to know what the difference between "within canada" applications and outside.
Could I apply my PGWP from India stating "within canada" as my TRV would still be valid and I'll be in canada again?

Please let me know.
