It also doesn’t guarantee TRVs for spouses being sponsored it just made it easier. Previously almost all were denied.

Also, if they are aware of said rules: attaching the rule makes it harder for them to exact discrimination by denial. Because they know you know they can't deny on the basis of strong family ties in the context of spousal TRV, since these are designed exactly for this and since you provide the official ircc documentation that says so. If they are just looking for a reason to deny because they have psychological issues (and I have met public servants that are just mean and abuse their power in the USA), they realize your file is harder to deny and move on to one that will be easier for them to deny.
I get my info from immigration lawyers. I am familiar with processes in Canada and the USA. When it comes to attaching new press release stating rules, it never hurts and can be useful.

1. I said PA is visiting sponsoring spouse. Then I detailed in sponsor invitation letter. Basically: family visit to sponsor spouse for a temporary holiday is enough of a reason,. But I said we would spend time together and discover home town and do activities we like. Of course, dates. I emphasized eveyrwhere the dates and the notion this was temporary.That's super fast!

1. What did you share in the "Tell us more about what you'll do in Canada. Include dates."
2. What dates did you add?
3. In the finances sections, did you only show the sponsor's finances, spouse's finances or both?
4. Did the spouse have a TRV rejected before? If so what details did you provide in the "Provide as many details as possible about when that happened and why. This will help with processing your application."
5. Did you apply using the GCKey portal or the IRCC portal?
6. What ties to homeland did you show, if any?
