Attaching a statement by a previous immigration minister is pointless. IRCC is aware of their policies. It also doesn’t guarantee TRVs for spouses being sponsored it just made it easier. Previously almost all were denied.
It is not necessarily useless. My lawyer recommended. And I also did that for my green card. Sometimes VO officers are not up to date on all the rules, actually.

Also, if they are aware of said rules: attaching the rule makes it harder for them to exact discrimination by denial. Because they know you know they can't deny on the basis of strong family ties in the context of spousal TRV, since these are designed exactly for this and since you provide the official ircc documentation that says so. If they are just looking for a reason to deny because they have psychological issues (and I have met public servants that are just mean and abuse their power in the USA), they realize your file is harder to deny and move on to one that will be easier for them to deny.

I get my info from immigration lawyers. I am familiar with processes in Canada and the USA. When it comes to attaching new press release stating rules, it never hurts and can be useful.

Please, speak on what you know instead of spreading misinformation.

Are there recent refusals of TRV for Spousal PR applicants? If yes, can we please start tracking it :

Applicant's Country of citizenship
Date of TRV application
Had they received AOR / SA on their Spousal PR before submitting TRV application?
Refusal Date

Abu Dhabi Visa Office is increasing being known for refusing TRVs of Spousal PRs. Would like to know if that is the case here as well among the members of this forum. If you are a member of Watsapp or Facebook group that is about TRV for Spousal PRs, please share the link of this thread in those groups, so that we can track as many applicants as possible.
Hi, I started a thread for this here: both accepted, and refused, with timeline:

I checked the information you provided, and there is no such information anywhere online. I noticed you have been spreading wrong information on these forums. When I come across your thread comments. You mix it with the truth.

I suspect you are a troll enjoying spreading disinformation. For example, in another post, you said that IRCC started making it harder for spousal TRV, based on your observations, you say. And that is simply not true. Like Canuck78: you are a troll. I will not be interacting with you anymore. I am posting this so that others may be warned about your account and that of canuck78's.

You seem to have malicious intent. For whatever reason.

People on this forum: if some claim by someone seems worrisome, verify it on google, IRCC website and chatgpt.

That’s awesome. We received the AOR as well. I’m just afraid to apply visitor visa again thinking what if they reject it again. (We received a trv rejection before applying for spouse sponsorship visa)
I got rejected even after AOR, I attached the AOR in the documents sections as well. Maybe wait until eligibility is completed.

ImmSen, did you apply right after AOR?

That's super fast!

Can you share a bit more information about the application:

1. What did you share in the "Tell us more about what you'll do in Canada. Include dates."
2. What dates did you add?
3. In the finances sections, did you only show the sponsor's finances, spouse's finances or both?
4. Did the spouse have a TRV rejected before? If so what details did you provide in the "Provide as many details as possible about when that happened and why. This will help with processing your application."
5. Did you apply using the GCKey portal or the IRCC portal?
6. What ties to homeland did you show, if any?

1. I said PA is visiting sponsoring spouse. Then I detailed in sponsor invitation letter. Basically: family visit to sponsor spouse for a temporary holiday is enough of a reason,. But I said we would spend time together and discover home town and do activities we like. Of course, dates. I emphasized eveyrwhere the dates and the notion this was temporary.
2. I put approximative dates, and said that travel dates would depend on TRV processing times.
3. You have to show the finances of everyone and anyone who is paying for the trip and associated expenses. It can be bank accounts, pay stubs, savings.... Basically anything that proves you/the people paying are self-sufficient and will be able to afford trip.
4. No comment. I am not willing to get specific about details of my application on a public forum. sorry. Just be truthful. and answer as it applies to you. DO NOT LIE about anything.
5. No comment. sorry.
6. I used the ties that I had and I was truthful. For a list of ties that matter, I suggest looking at Stevens Meurens website. However, both on reddit and on here, people with much weaker ties than the ones we had have claimed that they were approved. I have interacted with a few of them on WhatsApp groups for outland sponsorship sept-nov 2024. And I have interacted with them on reddit as well. There seems to be a bit of uncertainty as to why some with very weak ties get approved, while others get denied. And that remains a grey area for me. I suspect the ones that get denied get denied for other reasons than just ties. Perhaps wording of their application wasn't clear enough? And of course, I speculate that there must be cases where discrimination occurs. There is a known case of a lady whose spouse was refused 5 times, even though he is an immigration lawyer working for ONU (organisation des Nations Unis). And they took IRCC to court, and I think he eventually got the TRV. I remember reading about it when I searched Lawyer's Lapointe Lawsuit against IRCC. You can find it too if you look him up. You just do your best, and hope for the best.
