It all depends on the offence, when it was committed to determine if you are inadmissible to Canada. If you are inadmissible, you will require a TRP.

TRV is a Temp Resident Visa for visitors from non-visa exempt countries; TRP is a Temp Resident PERMIT. The PERMIT is evaluated on a case by case basis and used for people who would normally be inadmissible, but have a compelling reason to come to Canada. If you haven't already purchased your cruise, you might look into sailing from Seattle, although you will still have one Canadian port of call. If you are unable to get a visa, ask if you would be able to remain onboard at the Canadian port.
