Travelling to Canada with TRV while applied for open work permit

Hi.

This question is on behalf of one of my friend.

She is from India and has closed work permit, currently working in Canada and has applied visitor visa for her spouse which got approved yesterday.

She wants to apply open work permit for her spouse from India. Current processing time is 2 months. Her doubt is, can her husband travel to Canada with visitor visa and get his work permit here if approved, though he has applied that from India.

Any suggestions?

He would have to leave Canada and re-enter to activate the work permit.
