I am applying inland spousal PR for my wife she is currently on her work-permit and I am a PR, I would like to now if once her application is submitted is she restricted not to leave canada until she gets her PR via land or air?? she has valid work permit until August 2021, please advise

Technically there is no restriction on leaving Canada. However if she leaves, there is never a guarantee she will be allowed back into Canada (the work permit doesn't guarantee re-entry). Also - the inland application process requires her to be cohabitating with you in Canada. If she is away too much, this can result in refusal.

If she is from a visa-exempt (eTA) country - chances of zero issues at re-entry are extremely high. If she is from a country requiring a visa, she needs to have a valid TRV to return and chances of issues at re-entry are a bit higher.
