Here, I found the specific instructions on

Determine where to send your passport
To determine where to send your passport,
you will need to refer to the answers you provided to questions 7 and 9 on your application form with regards to your country of residence and your country of application.
If you do not have a copy of your completed and validated application form, it can be accessed through your
account.
To access your application in your account
In your application form, if you have answered:
- Yes to question 9, use the country/territory you provided to question 7
- No to question 9, use the country/territory you provided to question 9
Now, the OP needs to look into what he/she answered in those questions. When you go to the country as per your question 7/9 (whatever the case may be), there is a list of VACs in each country, and while they suggest "Check the website of your closest VAC for more information ", I guess you have some leeway there if your country has 2 or more VACs.

PS - One more thing, the instruction letter does not specify which office to submit the passport to, that's just a generic format they use for anyone across the globe I think. Also, the "application form" they are referring to is the
IMM1294e, so go check what you filled in questions 7 & 9.
