Don't know what the right option is.. to wait for VFS or to rush to Ethopia to get my passport stamped. People are saying VFS will open in India, in December. Impossible to wait so long

They know the situation and have various packages ready for stamping and then fly to toronto or directly fly to Toronto

You can easily get Turkey/Ethiopia and Egypt visa

you give people assurances for something which is incorrect. IRCC through their twitter account has clarified that you can not send passport to other vfs/embassy for stamping. As there are lots of thread on IRCC handle, i need time to paste that. @wonderbly @fritchou @rogerdude1 can you chip in this

in a mean time if you have proof or link contrary to what IRCC has suggested, share that. If it is as easy as you suggest, PPR holder would just courier passports to nearby mission, that takes less than a week.

Im afraid OP was misleading and insist that he has written confirmation but fail to share, even by simple copy and paste. As desperate as it gets, giving false hope is not cool. IRCC position is DONT send your passport to other country’s vfs/Canadian High Commission outside the country you applied. It could be possible in the past but since vfs closure, it is not. Most embassies operates under capacity, non-essential from home.

Here, I found the specific instructions on https://www.canada.ca/en/immigratio...pplication/account/where-submit-passport.html that say:

Determine where to send your passport
To determine where to send your passport, you will need to refer to the answers you provided to questions 7 and 9 on your application form with regards to your country of residence and your country of application.
If you do not have a copy of your completed and validated application form, it can be accessed through your account.
To access your application in your account
In your application form, if you have answered:

1. Yes to question 9, use the country/territory you provided to question 7
2. No to question 9, use the country/territory you provided to question 9

Now, the OP needs to look into what he/she answered in those questions. When you go to the country as per your question 7/9 (whatever the case may be), there is a list of VACs in each country, and while they suggest "Check the website of your closest VAC for more information ", I guess you have some leeway there if your country has 2 or more VACs.

PS - One more thing, the instruction letter does not specify which office to submit the passport to, that's just a generic format they use for anyone across the globe I think. Also, the "application form" they are referring to is the IMM1294e, so go check what you filled in questions 7 & 9.

What is the procedure for payment of visa fees, package transmission fee, etc.? From what I've checked, Indians need a via to travel to Ukraine. What is the process to apply for a Ukraine visa, and how long did it take to get your visa approved?
