Transfer to Local CIC Office reasons

At what point during the application process does CIC decide to tranfer your file to the local office for interview? My friend applied 2012 September and in January 2013 he received a letter saying that he MIGHT have an interview in March. At which point can we breathe a sigh of relief that there wont be an interview?

From the posts I read here, interview is usually done if the file is transferred before AIP (approval of sponsor) , Reasons were usually when application is sent when already out of status, failed refugee applicants, married before, big age gap and sudden marriage after knowing each other. The problem is the interview doesn't happen right away some here have waited 6months to 2 years for an interview.
