Lay off does not automatically result the termination of your PNP application.
The decision has to be made by the BC PNP officer.
I believe that presenting the officer with an equivalent job offer and employer will not 'restart" your application, but there is no guarantee.
My advice, apply separately for CEC ASAP.
Make sure you have IELTS results (or you can be exempted), a good employer reference is very important for CEC, especially job duties.
If you can make it before the "express entry" disruption, you can get a bridging open work permit once you receive AOR for your CEC application.
Once you have the BOWP, you no longer rely on your employer, so in case of lay off, you can just look for a new employer.
The new employer does not need to sponsor you with BC PNP.
So once you have the AOR , you can relax and wait for the CEC PR.
