Then most likely you are going to get 2nd AOR plus MR from CPP (or CIO, maybe?) via e-mail.
Unfortunately, we can't find a specific VO in the letter.
My 2nd AOR and MR did not tell exactly which VO is mine (probably others too). It is just saying "use CIO for your communication".
However, when I check others timeline who applied PNP-PR from out of Canada or out of US, I realized they received MR only after their files had transferred to the local VO (I just took a peek at recent 10 timelines). This might indicate that when we receive MR, a specific VO has already been selected.
So, as long as we are being out of file transfer notification, the "current" VO is where the MR came from (Office for communication).
Yes, this is only my guess, could be wrong. So please do not take it seriously.
