You are right, in general circumstances, the RCMP clearance need not be done by an applicant before submitting the application. The criminal/security checks are effected by the CIC with partner agencies (RCMP/CSIS) for about 10-20% of applicants. How this lot (10-20%) is selected is not that strainght forward and depends on many factors.

In a situation where there is a serious backlog of applications for permanent residency (some say run into 100s of thousands) the CIC is currently faced with a situation to find a mechanism to expedite the processing to save their face.

The clever idea is to request individual applicants to get RCMP clearance during the processing stage. This will enable the CIC some breathing time and also put the onerous to prove the security suitability to the applicant and the RCMP. Less work for the short staffed CIC and some money for the retired RCMP Bobs.

One of my friend sent me a link as below which shows that they won't review applications which are submitted after June 1,2012 untill August 31,2013.

I received the email from CIC asking for all of PCCs for me and my husband. But I already submitted them except my husband's US FBI certificate. So I wrote a letter to them and only submitted the missing one. Hopefully they will not ask me again for the documents I already submitted.

From CIO. Today my ECAS was updated to "medical received".

I'm not sure if that makes sense... cos people from July 2012 have started getting PPR... I hope what's been posted there is not true.. ;)

Ya i read that july applicant and few september applicant are also getting PPR so hopefully they will start october batch too :)

Hey Everyone,

Thought i'd just provide some updates on the RCMP Criminal Check. I finally went to Commissionaires yesterday and got my electronic fingerprints taken along with the photograph (read another thread where they mention that CIO needs RCMP Criminal Check report with photograph). It was fast and comparatively cheaper than getting an ink rolled fingerprint at a local RCMP. Another good thing is that you don't even need to post that to RCMP Ottawa yourself, the agency has some tie in with RCMP or something like that and the fingerprints get transferred electronically. So all I have to do now is wait and should receive the report within 15days.

In my opinion, its too early to apply for GCMS notes.. If things dont move before mid April, then may be apply for one. I guess we need to be patient.. :)

me too, did your ecas showing medical rcvd ?
I did my medical in july 2012 but till today e cas is only application rcvd. I send them en emil they says you application is in pros at ottawa. bla bla..!
 
Ya they updated ecas "Medical results have been received" on Feb 11,2013

Congrats...our timings are almost similar including the statuses. Could you please let me know if you have received the 2nd AOR from Ottawa or not.
Is your file is still with Sydney?, I did not receive 2nd AOR yet.
