Have you already paid your RPRF or waiting for CIC email? It looks like CIC will start processing after RPRF request. Many people whose process has not been started at all, got RPRF request recently. That means after RPRF request, processing will start, and from there it may take 6 months to 1 year.

Dont worry buddy.......The information is a month old and i hope they might already had started processing but i must say try to Contact CIC directly to find out what exactly is wrong in your case. I understand you have gone through a lot of difficulties right from the start of the application process as your file was returned twice but still you are brave enough to lead the way. This question is for folks who have received their RPRF fee request along with a Medical request. I'm a Ontario PNP nominee. My visa office is New Delhi. On April 12, my file was transferred to Colombo for faster processing. On June 4, I received my RPRF fee request along with Medical request from CHC Colombo. In addition, I was asked to provide the following documents:
1. Copy of your International English Language Test System (IELTS) results.
2. Evidence of your post secondary degrees and diplomas.
3. Evidence of your employments, past and present.
4. Proof of funds for establishment.
5. Updated personal and address histories of Schedule A form, if you are now residing in Canada.
All the above documents were provided to CIC Central Intake Office, Nova Scotia along with my nomination certificate from Ontario. On Jan 17, 2013 my file was transferred from CIC Nova Scotia to CHC New Delhi and I received my first AOR letter. The communication from CHC Colombo on April 12, 2013 was presumably the second AOR letter.
The question is whether it is normal for CHC to ask for documents that have already been submitted. Did any one of you receive a similar request and did you resend the information that you've already submitted.
Any replies will be highly appreciated.

I'll suggest you email CIO to find out when your file was transfered to Ottawa. I did the same and found out that the file was with CIO till starting of may and then I asked my consultant to email Ottawa to find out the status of the application.
