I have inquired with one of forum members who has a bit more idea on this processing stuff. Please see his message below.

I'm sorry to hear about your friend's case. If you ask my opinion, his application was incomplete. Hence he hasn't got an AOR yet. I'm assuming almost all get AOR well with in 2 months of applying. It takes a month to receive the returned application in the US. So, in a third world country it may take for ever. It may well be lost as well.

Having said that, I would suggest your friend to write to CIO stating his name, country and date of birth etc. and request for a status. Give CIO 3 weeks or so for a reply. If he doesn't get a reply, then it would be appropriate to send another application, explaining the same.

First of all thank you for your help, I would like to share that I have already sent an e-mail to CIO but i did not mentioned my date of birth as it was not in my knowledge, so should i resend an email or wait for the reply and if not received then resend another. secondly i was trying to sent it through my gmail (which i have mentioned in my application) account and it was not working. so then i used my hotmail account and mentioned that gmail is not supporting. well it matter.
2- normally what i have seen we receive parcels and letters from Canada and US in one months time through normal post. previously i received CIC letter informing about this pilot in 22 days time. so when they might have sent the doxs this is real issue. what do u think.

good news from my side, i have got AOR this morning,
thank God i am very much relaxed now.
payment encashment date 10th Dec.
AOR date 15-01-13.

Hearty Congratulations dear...Party time again....I am very happy for you on your AOR. Good luck for the rest of journey. I have updated your AOR date on the tracking sheet. And it takes a couple days for you to logon to your ECAS web page and see your application status. I have received my AOR on Jan 13 and am able to logon just today only...took 3 days for me.

Hi supa,

I just had a look at the track sheet to understand the current trend. I am positive that you should get your AOR maximum by this Sunday...yes, it seems CIO is working on Saturdays and Sundays as well as we see many updates during the weekends. Good luck my friend.

Hey Sarayu, I've just checked my E-cas on CIC, It has been updated to "We received your application for permanent residence on November 16, 2012." Don't know why It said Nov 16, 2012 even though CIO received my application on Nov 21, 2012

Seems like Medical Requests has slowed down lately.

Just now schedule an appointment with doctor on Friday, Jan 25th at 9:30 am. The fee is $475 per adult and $200 for kids.
