Hi guys,
I just found this thread and had a look at it...
I am here in Canada and applied for PR through the BC PNP.
My timeline is as follows:
Application for BC PNP by the end of March, nomination 2-3 weeks later.
Application for PR received <ay 7
Acknowledgement of Receipt and Medical Request Form June 22
Medical Examination done July 10
My ECAS says application received and Medicals received
In the Medical Request Form it says that I should contact Ottawa if I don't hear anything within the next 120 days. 120 days passed by, I wrote them several emails, never got an answer. So I am sitting here waiting....
In another thread I found this here:

Dear Sir/Madam,

Thank you for your message concerning your application for permanent residence.

Your file has been transferred to this office in Ottawa for processing. It will be reviewed by one of our officers, with priority given to applications that were received at CIC before 1 September 2011.

Medical results: Please note that we will be requesting an extension of the validity of these results, to minimize the number of applicants who will be required to undertake new medical examinations.

Case status:
An officer will be in contact with you in due course. In the meantime, we would ask for your patience and for you not to send follow-up requests for status to our office, unless you fall into one of the categories listed below.

When should I contact CIC?

You must notify Citizenship and Immigration Canada (CIC) of any changes to your application. Examples of changes include:

• Changes in your personal circumstances, such as birth or adoption of a child, death of a family member, a marriage or a divorce;
• Change of contact information (e-mail, mailing address, telephone number);
• Appointment or change of immigration representative or designated individual;
• Decision to withdraw your application.

You have the option to withdraw your application at any point in the process. You will be refunded the RPRF if you have already paid it.

Need more information?
For more information concerning your Application status, you may refer to the CIC Help Centre online at

How long will it take until I am likely to be contacted and/or updated by the Case Processing Office in Ottawa?

For Provincial Nominees/ Quebec Skilled Workers ONLY

Application Received Date
Review Date*
By what date can you expect to receive the next update from CPP-O?
... before 1 September 2011 On or before 28 February 2013 By 28 February 2013
1 September – 30 November 2011 On or before 31 March 2013 By 31 March 2013
1 December – 28 February 2012 On or before 31 May 2013 By 31 May 2013
1 March – 31 May 2012 On or before 31 August 2013 By 31 August 2013

... after 1 June 2012 After 31 August 2013 After 31 August 2013

*Review Date: Please note that the Review Date means the date by which your file will be reviewed by
an officer. It does not mean that your file will necessarily be finalized by that date.

Then I saw that the processing time was extended from 11 to 13 months...
I am not a very patient guy and I think that there is something really going wrong when I see some other timelines from people who applied in a different month, after May 2012, and they get all done within 8 months!!!
I hope to get the PR until July/August. We will see....
I'll keep my fingers crossed for all of us!!!
Cheers
ppl from Nov, 2012 got PPR....

Some one posted this:

Quebec gets 33,400 people and rest of the provinces combined gets 42,000. Doesn't look balanced.

I understand that at first glance it seems not "balanced" but it actually is. I don't see any problem whatsoever with the numbers. Quebec, as a French speaking province, reserves the right to select immigrants that will help maintain is linguistic heritage. In addition, it is safe to say that most people that decide to settle in Quebec have a certain level of fluency in that language. Likewise, those with English as primary language (75-80% of immigrants) of formal communication will settle in any other parst of Canada. They included almost all 55,000 FSW and all PNP applicants (42,000), and others.That said, the estimated 36,000 Quebec immigrants (CSQ + Business) compared to the 160,000 total is a fair balance. Quebec's population of 8 million is the second highest in Canada (1/4), and as a comparison, four of the common PNP destinations Alberta, British Columbia, Manitoba and Saskatchewan combine for a population of around 10 million. Realize also that an increasing number of immigrants with little to no proficiency in French go through the CSQ (QSW) process because it is/was considered easier because of more relaxed criteria such as proof of funds (~$3000) and no job requirement. It's true, most of those no-French people who take advantage of the Quebec channel will leave to other parts of Canada as soon as they obtain their PR, thus burdening the CSQ program in terms of load-processing time and economically too.
