Hey Lennon..you can pay RPRF ahead of the time but I ll suggest you to wait for their email request.

Once your letter (PCC) ll reach sydney NS, it ll take a week to make you in process and few days for RPRF.

hOpe this helps, But one thing I ll mention that CPP-OTTAWA can send you PPR and RPRF together. So not a big deal.
